step-by-step release schedule.
All base packages are to be RC-bugs-free. After step 2, you can update packages iff:
"freeze" does not obstruct you to update packages. We entrust base-packages-maintainer. base-package-maintainer takes care of this duration.
debian-installer should be released until step 1. Predicting this period is _DIFFICULT_. We should estimate it using and analyzing the remained base RC bugs.
Once base packages are RC bug free, we announce and start non-base packages freeze period. It should be _FIXED_ duration. Gotom thinks 2-3 weeks are appropriate. In this period, we drop uninstallable and totally broken packages without maintainers agreement. You can revive such dropped packages with NMU or update. It's called as "freeze" phase in the ex-pool term. We prepare the release announcements.
The desicion of releasing sarge is the task of release management team. Now all maintainers can update packages without considering breakage.
